If it's original, it will be on the drivers side of the engine, just above and maybe a bit forward of the starter. If it has Dodge's retrofit, it will be in the fuel tank.

If you're not doing too many fuel mods, it's in OK pump. But I would consider getting Vulcans BigLine kit for in-tanke fuel pumps that eliminate that junction block and the banjos.

I wouldn't mount a fuel pump back onto the motor. You're much better off mounted on the frame. But, why did you get a new LP? Are you currently running low pressure? In-tank fuel pumps are made specially for that purpose. Soi if you have an external pump, it most likely will be able to into the tank.

the engine started acting like it was running out of fuel. It did the same 40,000 miles ago and the dealership installed a new lift pump [retro in tank i guess] and a new vp44. i thought i would install a lp first.

Have you every checked the fuel pressure at the injection pump? If you're just replacing the LP with another stock type, maybe piggy back the two. At one time I mounted a LP in the stock location on the side of the motor. That way the in-tank pump supplied the engine mounted pump which inturn supllied the the VP-44. Some say this isn't good to do. But ran this way for a long time with no problems.

That is low. Is the in-tank pump still under warranty? If it is, take it to them. If you decide to replace the in-tank fuel pump with an external one, you're gonna have to either disable it and install a drawstraw, or pull it out of the tabnk and place a non-pump fuel level/pick-up in it's place.

Yes, f the fuel pump is pumping. The thing is, the ECM controls the pump. If you just turn the key (withoutstarting the motor) the ECM will spin the pump on for a brief few seconds, then turn it off intill the motor is actually running. That is why when replacing the fuel filter, you need to turn on the key (without starting the motor) several times in order to prime the fuel system.
