westberg lp...? and a few other ?'s

what is this thing?( did an internet search too) Westberg pump about 2inch long and 1 3/4 around(is this just like a carter or something similar?) trying to get some pics up, i have the stanadyne series 100 lift pump on frame and a westberg lp pump right in front of the stock filter, it says it is a 16psi pump, but my gauge is only reading 10-12 idle(6-8 load) and thats the pressure from the stanadyne i would think unless this walberg is shot and the stanadyne cant push through that dead pump? so that pressure reading would have been the vp alone right?
i dont know how this was set up but i have blown the computer on my vp and want to make sure i have good fuel presure when the new vp goes in, how would i check this pump and if it is pushing fuel? i know my stanadyne is good as i just replaced it last fall, i thinkn my system is good, just need to make sure all pumps work and that the pressure stays up for the new vp

I think you're refering to a Walbro pump......

The one I'm using is little larger than you've indicated, was installed on the frame rail, and flows >20 psi so I had to add a regulator/bypass in the line.
I used mine to replace the stock lift pump.
Why two pumps?
