Wait to start light not coming on

Before we get too complicated, have you checked the simple stuff? I am 99% sure there is a fuse in the box under the hood and a relay (others jump in here if I am wrong). Have you checked both of those?

I'd get a test light out and do some probing.
check for power at the grid heater in the morning.
the ground is on the heater also, put the test light on that and touch the positive post, should lite up the light if the ground is good.
my 99's wait to start light comes on every time you turn the key on, it will skip it if you go straight from off to crank fast.
them trucks will start good with an in-op grid heater too.
