VP44 rear bracket update problem

VP44 rear bracket update problem

I bought the updated 2 piece rear VP44 mount bracket because the old one was broken on my 1999 CTD.
The problem is that I cannot get the pump to fit because the new bracket interferes with the plastic insulation on the side of the engine. Should I cut a section out of the insulation to make the bracket fit? What purpose does the insulation serve?

The insulation, I believe, is only a sound deadner. I don't recall it interfering with that bracket. Has it pulled away from the side cover?

It does not fit tight against the side of the engine. It appears to have curled up at the top and bottom. If it is just sound deadner, I will just cut a 2x4" area out of it.
