Valve cover bolts

Quick question... should the valve cover bolts have washers on them? I've got my engine back together but the cover is not snug and I can't remember if there were washers on those bolts or not. I'm assuming there should be since the bolts won't thread any deeper... but I figured I'd double check here.

The valve cover bolts have a flange on them, no washer. I don't have the service manual in front of me, but the torque spec on them isn't very much either.

IIRC, the torque spec is only 9 ft-lb... now I've gotta figure out what's going on with my valve cover. Probably something stupid that I overlooked... but before anybody asks... Yes, I did remember to put the gasket on.

Ok, I took a second look at the manual (when in doubt, read the instructions, right?) and there are rubber "isolators" that fill the holes in the cover... so that means one more trip back to Cummins...

Yeah, they go under the head of the bolt, the washer you were looking for. The bolt will bottom out in the proper installation and the rubber will sink into the valve cover.

Is it just me or does your valve cover "float" when you put it back on before ya tightn the bolts. I thought it would sit in the grove of the gasket and stay put ?????
