Turbo bearings

Got a '01 w/ 130K and checking the turbo found that by spinning it w/ 1 finger it only spins about 1-1/2 times and stops and has a tight spot too. Wondering if the norm or not.

as long as it doesn't make any noise and spools up smoothly i would't worry about it too much. they float on oil when the engine is running and don't when it's not. just my take on it. other's may differ.
