sluggish rpm's

having trouble building rpm's. it tops out at about 2800 rpm's it reaches 2000 rpm's and then slowly builds up to 2800 rpm's.

Might be perfectlly normal for some engine. How about a clue on what you have, and fill out sig information.

its an 02 dodge 5.9 cummins dually with 174k
