OBD 2 Reader wont read, "LINK ERROR"

Recently had to purchase a Refurbished ECM and PCM in my 99 2500 24v. Ever sense getting them put in the truck has been driving sluggish, feels like the truck isn't getting enough air and choking itself when accelerating and bogging out, thought it could be a tuning issue but the truck is completely stock. Sometimes it feels like a transmission or torque converter issue cause when coming to complete stop it wont go into gear till the motor is revved up causing the truck to jump. Bought and OBD reader to see if I could figure out the issue but now I'm getting a connection error saying that the reader cant diagnose the truck. Any information on this issue would be appreciated.
Thanks

Hi bfisch, welcome to the site.

Search "Sluggish" in this section and see what you get, may need to reset apps, etc.

A "link error" message could be a few things from a bad obd port to a reprogram error in your new ecm or the wrong ecm....

A few members with good advice in the electronics area may post up soon, also.

Your new ECM may not have the correct firmware loaded in it. There are six versions of the firmware in the ECM which depends on two criteria:

1 - Emissions - 49 state (Federal) or California
2 - Transmission - Auto, 5 speed, or 6 speed

If yours is loaded with the wrong firmware, that will cause running issues.
