Normal Turbo Pressure

New to Forum and Dodge, with 98.5 stock 24 valve
What is the normal turbo pressure. I am reading top of 19psi. Truck runs great but is seriously lacking in trailer towing power.

Wastegate opens at 19-21 on a stock truck.

Once you add go fast goodies, you'll see more, but only if you address the stock wastegate.
