So was the MAP sensor out to lunch (besides the leaks)?? I never realized you were testing boost in neutral!! there needs to be a load on the engine in order to make boost,

I don't know if the MAP sensor was out to lunch. The actuator was blown for sure - so maybe it was just that... maybe it was both. I did a road test after every other repair, so the other night was actually the first night that I just revved the engine in park. I thought (wrong!!) that I'd at least see some boost come on below 3000 rpm, but all I saw was 1-2 psig (it climbed briefly to 8 psig at the red-line.) In my frustration I jumped to conclusions. I guess it happens a lot that way - you are closest to the answer when it seems farthest away. That would be the zen of diesel mechanics
