Either the lift pump is bad or there may be a leaking fuel line , the LP motor can be running and the pump part not work , try using a small container with an hose to LP to see it works .

This is why you need a fuel pressure guage.

Geico,
I am reading post and getting more frustrated. People say that even if it is bad lift pump that VP-44 should pull fuel, this truck just turns over. If I fill filter bowl and tighten will vp-44 pull it to injectors then I know it is the LP, and lastly there are no pumps in tank on 2000 correct. Thanks for the help, Big Red will Run soon Again .

The lift pump is mounted on the engine, below the FF on a 2000. I got mine at Napa, although a cummins dealer could order it for a few dollars less.
It might be a clogged fuel line, but with that many miles on that LP it'll be due for replacement anyways- and while you're at it you might want to upgrade your fuel lines and banjo bolts. DTR has a kit in their online store

The VP44 can pull enough fuel to keep the truck running, this is if, and only if, the system is primed.
Once you break prime by running out of fuel, changing the fuel filter, or draining the water from the seperator, it can't pull the fuel.
Also, it can only pull enough fuel for the engine, it can't pull the extra fuel it needs for lubing and cooling itself, the lift pump is the one that supplies this extra fuel.
Your lift pump is bad if it can't fill the bowl, a good lift pump can fill the bowl in 10 seconds or less.

Something else that everyone is forgetting to tell him to buy!
You NEED to buy a fuel pressure guage.
Then you will know if the LP pump is dieing next time. But I would say you LP is dead. I would replace it now before you do ruin a $1,300 - 1,700 IP VP44 pump. LP is cheap to replace...
