can i do this on my 99 and if so exactly what do i have to do

I do not think so. On 2000-2002 you turn the key on and off leaving it on the third time. SNOKING

Snoking is right....it is not a feature for 98.5 and 99.

Some 99's got it though. Just turn the key ON, OFF, ON, OFF, and ON. Leave it in on on the last one and watch the odometer window.

Fail safe method is to use a OBD II code reader. IMHO, the key on/off method of code extraction is not the most reliable.
