other day was going down road and truck started runing funny then got worse . fuel psi was going 8 to 10 to 8 to 13 to 7 ect.
opened the hood up and # 3 injector line was broke in half i was looking @ it and this is the only line or one of them that dont have a brace holding it down its on the bottom .
is this normal ? and where is a good place to find lines at ? its a 99 dodge 2500 diesel .

Go to your local cummins dealer for a replacement. I havent heard of it happening much on CTD's but every once in a while, esp with the older equipment I run, I lose one and go straight to mother deere to find one.
See if you have a shop in your area that makes hydrolic hose's lines , they should be able to make one for less than that , bring in your old one , to match , also incase they may be short of the fittings .
Not having a brace is the problem. Sometime when your engine is running put a finger on one of the high-pressure injector lines. You will be surprised how much pulsing there is. I just checked my engine and counted 3 line clamps securing the number 3 line. Starting at the head the first clamp is rearward about 4” and connects line 3 with line 6. It then loops forward to a second clamp that connects line 3 with line 2. Then there is an “S” bend to the third clamp on the edge of the intake manifold where lines 2 and 1 join it.
I read somewhere the reason these lines snake around like they do is to make them all identical in length. This is to keep the injection-timing event the same on each cylinder. If you are not going to use a Cummins line, be careful to find a quality replacement.
