grid heater not working

wait to start light only on with light test. does not stay on even at 15 degrees
no grid heat before start.
once it is running the heater cycles until engine warms up as it should.
no codes.
stars fine until cold soaked again. been getting down to the low teens at night.

2002 6 speed
all stock

Check batteries, once started alternator takes load to power heaters...

Connectors, ground wires etc.....

Mine tested good, but was off by 20° causing the grid heaters and high idle to come on only when it was a lot colder than it was supposed to.
