I am trying to help my dad fix his 2002 cummins, it sarted stumbling and blowing white smoke at abut 2000 rpm, I replaced the lift pump with a direct replacement fass and still no avail. I drained the filter canister and cycled the key to refill and all it did was gurgle, did not spray fuel. I refileed the canister with fuel and no change. It seems to run fine at times and then it wants to act up at about 2000 rpm's. it is throwing a code p0216. Any help or suggestions would be appreciated.

Hate to tell you, but p0216 is death code for vp44. Start saving, whats the fuel pressure? 10psi min.
