Having some hard start problems when cold. Thinking it is the LP but before I jump off in a $500 aftermarket replacement I am checking everything.

Fuel pressure jumps to ~14 when the LP runs for its 24 sec period. At idle running about 9-10. Steady throttle it drops to 8-9.
What is it supposed to run?

Does not sound like the LP is your culprit. Check the rail pressure relief valve. You can block it off for a test. I assume you have replaced the fuel filter. Check your electrical connections.
At what point in the system did you check the LP pressure. How cold are you talking? What has been done recently. Maintenance/upgrades?

I replaced my fuel filter about 15K miles back.
Checked pressure on the schrader valve on the filter casing on the tank side and the valve on the IP.
Rail pressure relief valve?? *** is that?

What electrical connections are you referring to?
I'm really just learning about working on my Dodge. I've had it since it was new (actually was my wife's truck new) and honestly have not had to touch it at all. I rarely drive the truck as I have had a company car for the last umpteen years and now mostly ride my motorcycle to work due to diesel being about $4gal.
Maintenance lately has just been fluids/filters/tires.
Upgrades? 4" exhaust a while back. The rest is stock.

The rail pressure valve is located on the fuel rail. It is the vertically oriented portion about midpoint along the rail. The fuel rail is the cast component that the individual fuel lines extend out from.
By electrical connections i mean all weatherproof connectors in the engine bay. Unplug and re-plug all of them. This will make sure everything is seated and will slightly clean contacts.
You are due for another fuel filter. How cold are you talking? Does the starter spin the motor properly?

Thanks for the reply.
Just put in a new filter yesterday. No change.
Temps here have not dipped below 40F. When I noticed the problem it was 50F or more. Pressure checks and testing how it starts have been done in the 70F range or warmer.
Starter is strong.
