Cold start woes!
i have the 0380 and the 0382 codes and my truck will start in the teens...parked into a steady wind lastnite went to start the old girl temp was bout 15 waited for the light to go out rolled over bout 6 revolutions and ran(she wasnt happy but ran none the less)...if i have both those codes does that gaurantee i have no working grid heaters?i figured atleast 1 had to be working or it wouldnt start that cold
P0380 Intake Air Heater Relay #1 Control Circuit.
Problem detected in #1 air heater solenoid/relay circuit (not heater element).
P0382 Intake Air Heater Relay #2 Control Circuit.
Problem detected in #2 air heater solenoid/relay circuit (not heater element).
Looks like it doesn't it.
I guess one way to tell for sure is to look at your voltmeter while the Wait to Start light is on...should drop to nearly the low voltage mark.

when i start the truck the volt meter is way down and slowly comes up and then goes up and down repeatedly and the lites go dim and bright off and on for awhile dependin on how cold it is or until i hit about 20 mph...does this mean that the codes are junk codes or whats going on
The grid heaters take a lot of voltage and it makes the alternator turn on and off and the lights dim and brighten.
I am sure you do, but if not, MAKE SURE YOU PUT SOME ANTI-GEL IN THE TANK! Then make sure that your fuel filter is clean or recently changed.
This solved all of my hard start problems even with junky batteries...

Looks like your heaters are working just fine...the computer just doesn't see them. Kinda like it's not getting feedback from the relays.
You might try pulling the relays out then put them back in.
