01 trans not shifting until REDLINE

01 trans not shifting until REDLINE
A guy I work with has a 01 2500. 67k on the clock. It will not shift out of 1st until you redline it not even letting off fuel will it shift. then after it gets to 2nd everythings ok.
He said it didn't someting like this before and he changed the filter and adjusted the bands. not 16k later its doing it again.
I didn't think this sounds like something that filter and bands would be affecting. because it when it does shift into 2nd its a good firm shift.
I haven't checked for any codes yet.
