wait.. where's my "WAIT TO START"

With the ECM out and testing the plug i noticed i have no wire @ CAV. 3, which I thought was strange because its the "Direct Battery Feed". Other than that, I have great ground @ CAV. 12 (12.22) but poor ground @CAV. 11 (5.8v-6.2v). With the key on @ CAV. 9 i have ~.33V. The only fusible links remaining are the two big black ones at the battery, everything else is ran through a blue sea systems fuse block. If anything stands out or additional tests you can think of let me know.

Symptoms include:
no "wait to start"
no "water in fuel"
no "click" from the grid heaters when turning the key on
no charging

What you are saying is, in your experience, if the alternator or grid heater fusible links are burnt, there will be good ground @ CAV. 12 (12.22) but poor ground @CAV. 11 (5.8v-6.2v). With the key on @ CAV. 9 there will be low voltage ~.33V, correct?

I had similar symptoms last year and after much headache, parts replacement/swapping and research I eventually came across a youtube vid about repairing ECM's, since the symptoms he was having were almost exactly what I was experiencing, so instead of fixing I replaced the ECM with one of my spares...everything started working again.

Let me know when your ready to start that RC Cummins build. I would be glad to answer question you had on the swap.
I did another Cummins / RC build, this time a 2wd while you where MIA on DTR the past couple years.

I have several good 1st gen PCM in my collection still. If anyone is in need.

Yes, the capacitors have been replaced. No visible damage anywhere on the ecm, i figure, if the ecm is not getting power from its main feed and also from its secondary (ignition switch), how is it going to function? that is really what im trying to figure out, is it normal to have nothing @CAV 3? Also, where is this CAV 11 Ground located? or is that reading of .6v accurate for others when testing? what about .33v @CAV 9? Thanks for all the replies so far! if there is any more info to provide to better pinpoint the issue just let me know.
