voltage issues

voltage issues
my head lights are dim, they flutter, and when i put my blinker on my overdrive goes out. things stay like that for a few weeks. then one night I had to drive home with the lights on and they went from dim to none, my dash lights went out.. power steering turned to armstrong and I was beside the road. 2 hours waiting for a tow but that another story.
so I bring it to the garage, they run the tests. they found when they got it running the the voltage was right off the chart. so anyway, the rebuild the starter, put in a new altenator and battery. everything seems to be just fine. I drove it home. it ran great. everything worked.
next day, I drove it around town... no overdrive, then no dash lights, then no power windows.
I thought maybe the voltage regulator? after reading on here I cannot conclude.. do i have and external or internal? where is the darn thing? does anyone have any input?

Follow the ground cable off the battery. It splits into the large wire going to the block ground bolt and a small wire going to the rad. core support. Check the small wire and the bolt it uses to ground to the core support.
