Question VE governor spring access

In reading the 3200 RPM Gov Spring Installation Instructions as found in these forums FAQ, it starts off talking about having to loosen the pump and rotate it toward the fender.

Is this done to allow access to the two Allen bolts on the engine side of the pump top? Are we trying to get out from under the head's flange so as to get to the bolts?

Do I really need to do that to get to the governor spring in this case?

It's a lot easier to work on the idle screw with the pump retarded. Just make a match mark so you can put the pump back where it was, you won't regret having more space to work with.

A little tip the directions don't give: run the high and low idle screws in to clear the pump top screws instead of backing them all the way out. Also pull off the throttle arm as early as possible, and take the throttle cable bracket down for better access at the back of the pump.

I have a flat blade screw driver thats 5/16x 18" long and that sucker gets to the idle screw from behide the throttle bracket just need to leave off the afc air sup. tube to do the ajustment. hope this helps

In the pic, what's that big square plastic thing with the plug on top of the pump? My 98 doesn't have that.

We don't have overdrive, so we don't have one. It's the throttle position sensor.

I'm installing my spring right now. Everything is apart and i'm taking tons of pics.
Didn't rotate the pump either. Grabbed a 5mm allen and cut the long leg. Fits down under the AFC and you can turn it with the rigged up wrench and screwdrver T handle

I downloaded the install steps from here. They are in a wacky order that's for sure.
