Turbo Help

So I bought a 16cm housing, a 4" exhaust system, and an ATS manifold. Being my day off I decided to start installing these. Before I took the turbo off it span fine and freely, when I started to take it off it wouldn't spin at all. After taking the stock housing off it will spin but there is some definite friction that makes it difficult to spin. When I set the housing over it, the thing wont spin at all with either one. If I put this back together and get it all good and tight will that solve the problem or is the turbo busted? I did notice some shaft play before I started all this but it was pretty minimal. If I have to replace the turbo I was thinking of PDRs HX-35 but will that be a direct bolt on for a N/I setup? I probably will have to get a 2.5" to 2" reducer right? Any help would be appreciated. Oh and anyone that has put on an ATS manifold how did you tighten the bolts for the middle cylinders on the top, I can't get any of my hex sockets in there.

what happens is the housing isnt on strait, when you put it on tight it will be strait and it will be fine

Thanks man, got everything together mostly, the bolt closest to the engine for the oil drain wont go in but I ran the truck for maybe 30seconds to a minute and didn't see any leaks. Didn't get a chance to drive it around yet bit to dark just in case something goes wrong but it seems ok when it first started it was a bit rough but called down. And the nut that holds the exhaust clamp on for the downpipe got lost so its noisy until I can get a replacement.
