Is it the cable or the IP?

Disconnect the Dog bone at the IP and see where your problem lies. The Ip has a pretty strong spring under the throttle plate. The dog bone is the adjustable link between the throttle plat and the linkage. It should just snap off the ball and socket.

By no means put anything other than diesel fuel and or fuel conditioner in your fuel tank. Wipe your *** with that mechanic. Most likely not inside the pump. Check your throttle linkage from the pedal in the floor to the injection pump.

The most common source of binding is the bellcrank between the cable and the pump. Pull that apart and I bet you'll find that the shaft is rusty. Clean it up with some very fine sandpaper (at least 300 grit), put a dab of grease on it, and put it back together.

Once upon a time my throttle got itself stuck overnight, so that I couldn't push down on the throttle after I started the engine.

Somehow the cable that attaches to the injection pump fell out of the rubber piece that couples it to the cable from the accelerator, and the two cables wedged on each other to the point that I couldn't depress the pedal! (Clear as mud?)

Anyways, I just popped the cable back into the coupler and haven't had any problems since...
