Are you getting full throttle? If so you might want to put in a 3200 rpm governor spring. What rearend are you running? Is it automatic or manual?

the over drive unit that i installed,calmed the motor down,rased the hiway speed,A LOT, and gained 4-5 MPG(I have 4:10 gears)the only real drow back is the price
toke me a fue years to deside it was worth the price!
Would do it all over again if i had the cash!
have somebody cycle the accelerator pedal (no 'gas' pedals on this site
) while you watch the linkage on the pump. There is a high idle stop screw that the linkage should be hitting when the pedal is to the floor. Adjust any slop in the linkage that may be preventing full throttle, and back that high idle screw out some if you can. The next step will be a higher RPM governor spring. Do you have 4.10's?

A 1991 auto has a 3.07 rear end, correct? My truck, with a stock tranny, TC, differential and governor spring, can hit 75 up a 8% grade and at 15 PSI boost, can go 80 on flat land with 5-8 PSI boost and can get over 90 going downhill before it starts feeling like an airplane. 
At the stock governed RPM of 2500 RPM with a 3.07 rear-end and stock tires you should be at 75 anywhere, and around 80-85 freewheeling the engine on flat land. So you have a problem; most likely insufficient throttle pull.
