Rotary Mech IP ?

As I understand , the older Diesels had a rotory pump /
Any comments on reliability of this pump.

It's about as reliable as a standard gasoline engine. They're known to run 300,000 miles or so, if not more.

Since it is a fuel lubricated pump it isn't quite as good as the P-pumps, but it is a great pump nonetheless.

The VE is quite reliable. It's not a bulletproof pump like the inline pumps on 2nd gens, but most make at least 250k, with some passing 400k.

How hard would it be to put one on a 02 24V ( replave VP44)

you want to replace the vp44 with the VE44 is what are saying. I have thought about this as well. the VE44 is a fully mechanical pump. Not sure what you would need to get it to work.

That's what I was exploring, seems the in line pump is a harder
conversion.

To swap a VE in would be even harder because the timing case is different. If you want to swap pumps on a 24 valve, the inline is the way to go.
