So is the hx35 a worthwhile upgrade considering my needs and upgrades for the price $250-300 range? The other mentioned turbo's run in the $1000+ range which seems a little pricey

It's really not enough for your fuel. You would do better to spend the money on a compressor kit for your H1C.
