Pic isn't up yet, but I'll speculate anyway.

Sounds like the bellcrank bushings may be bound up. The bellcrank is what takes the motion from the accelerator cable and sends it to the throttle rod. If you take the throttle bracket off the engine, you will see how to pop the clip off and disassemble the bellcrank assembly, it is probably gunked up or rusty inside. Clean it all up, polish the shaft, lube with synthetic crease and reassemble. Should be good to go.

You do have a throttle return spring from the throttle lever to the timing case, don't you?

Nope I don't see return springs in the picture. Wanna pretty much nailed it, there's plastic bushings inside that assembly and they don't like any rust or gunk in there. Don't waste your time spraying it with stuff, take it apart and clean it so it won't give you any problems for a long time.

Yeah, you are missing the return spring. It goes from the hole right next to that plastic rod end to a little tab with a hole in it on the timing case. It's not a very heavy spring, just go to the local hardware store and find something that's not too strong and hang it in there... after you clean up the bellcrank shaft.
