Is this normal???
When I rebuilt the front end on my 92 the steering wheel was off, not as much as yours, but quite a bit. Because, like Jim Lane has pointed out, they are master splined and can't be rotated, I ended up getting an adjustable drag link from SkyJacker to center the wheel. I didn't want to spend the money ($250.00), but had no other solution.

Sorry, Jim I guess I wasn't clear with my thoughts.
Take a steering wheel remover, remove the steering wheel, and re-center it.... this ... after finding the vehicle's center while driving the vehicle on a flat surface for a short distance. I did nothing to the "splines" on the gear, or intermediate shaft. I'm strictly speaking of the steering wheel inside the truck.
I've done it on all my dodges, and it's as simple as removing the nut, pulling the wheel off (with the puller), rotating the steering wheel back on where it belongs, centered, and install the retaining nut.
Although there are splines, the steering wheel was able to be returned to center without much fuss, and less than 4 minutes to accomplish
