Need to know needs to make 450 hp

Is it really that simple?
There are countless ways to get set up, and here are a couple of suggestions:
For 450HP that tows and daily drives some:
5x.012 injectors
Modified fuel plate
62/65/12 or 14 turbo
Governor spring kit (3 or 4K)
60# valve springs are a good idea
AFC tuning!

So I was wondering something... assume for a moment the amount of fuel injected is the same for a ve and a p-pump. Will the p-pump engine make more power because of the much higher injection pressure?

Don't forget horsepower is a formula where RPM is a factor. P-pumps obviously keep moving lots of fuel as RPM increase. A lot of p-pumps make peak horsepower where a typical VE wouldn't be making much power at all.
So yes, if you were to push the same amount of fuel through each pump, and if the injector orifii, (?) were the same size, the P-pump should make more power as the fuel will burn more efficiently.
But, as JBradley pointed out, power is more closely related to rpm's than injector pressures. In saying that, it's ALL related isn't it?!
