you might try inserting it like this
(from repair manual)
1. make sure truck is in park (if auto)
2. with key cylinder and ignition in lock position, insert cylinder into ignition switch assembly until it bottoms.
3. Insert key, push inward on key cylinder, then rotate key clockwise to end of travel.
4. check each position
This assumes that your lock is not wore out. There is a pin that normally has to be depressed in order for the lock to be removed. If that or other part have worn then a replacement is in order.
