incorrect exhaust

I saw a 2nd gen with a trailer at the intersection today, I stopped beside him
and looked over his truck. The truck didn't sound like a CTD, I looked at his tailpipe and couldn't believe what I saw. It looked like it just came out of the mufflershop with a brand new 2.5" exhaust system.

I've seen a lot of them around here, on decent looking trucks, so I doubt it was rust. I have yet to ask anyone why the switch from marginal to worse.

Do you suppose some of these are dual exhaust, as a split with 2.5" per side? Might not be too bad at all if they are duals.
