How do I fix This?

Ive been running this turbo/brake setup for 25k and it just started leaking there the past week. The housing is off a canadian truck so its really rusty but worked fine when I put it on. I double checked the bolts and they are tight and the shaft doesn't feel like it binding. I'm thinking maybe the pressure from the pacbrake may have caused this but I'm only running 30psi through it. I need a new turbo anyway but I don't want to buy another 16cm housing if I don't have to.

Take it apart and rebuild it.
