It sounds like a stock HE351VE, they are variable vane, non gated, water cooled, and have a actuator on them.. much like a HE551, but the 351 fits easily, and the HE551 takes considerably more room, it has a 71x108mm comp wheel.

Due to the variable vane's the turbine housing is HUGE!

Just to clarify, not to be confused with the 351CW. Many don't realize the difference.

He351vgt is not really water cooled. The water is to cool the electronics.

I assume they have to do with the EGR system?

Did some backyard reverse engineering and found out that the 351VGT I have does use the same compressor wheel as my 351CW.
I also found that the VGT's turbine wheel is considerably larger (I'll measure how much later) than the CW's AND it is the same length and shaft diameter as the CW's is, as well.
It will physically fit in the CW's center and clears on the compressor side.
I need to verify the backside, I didn't have a loose exhaust shield to check with.

The VGT's compressor housing appears identical to the CW's, aside from the sensor in the CW's compressor housing.

As you'll see in a moment, the exhaust side of the center section is vastly different between the 2.

Here are a few pics of the 351VGT dis-assembled, the first pic is with the Variable Gate full open, the 2nd is full closed:

The compressor housings on the VE I had any my CW were different, mainly the VE used a v-band and the CW uses a large snap ring.

I thought it was the center section that was watercooled on the 351... IIRC the 451 has coolant flow thru the center section and electronics... thou the electronics are much larger.

That's where the EGR hooked up.

Yeah, I don't know what I was thinking.
Would have been nice to clean up the look of the CW.

Did some closer looking to-day and thought that POSSIBLY the VGT compressor housing would have clamped to an H1C compressor base, but no dice, the H1C base is much bigger in diameter.

Always looking at options.
