Sounds like the throttle shaft is indexed too tight. You might also have got the governor spring twisted up somehow, or the fuel screw is in too far.

I pulled it apart again to make sure i did not screw anything up and after reading a couple older post's on the subject i found pulling the throttle shaft out as the top come's off is a much easier way than reaching in with forcep's.Wannadiesel your right it was indexed to tight

the gov spring upgrade is the worst thing i have done so far.I started off with it running away ok simple adjust the throttle index worked but idled way to slow, thought power screw wasnt in for enough i didnt turn it in to original spot just to be safe so i turned it up and its still slow ok throttle index to far no that didnt work .Now it just does what ever it wants surges runs fast wants to run away upon touching throttle or just idles to slow.I have read the sticky about doing this so many times i felt i have done it before.I have been a mechanic for 18 years so i do know how to sling a wrench and the job went well apart and together so im thinking bad gov spring is that possible.

Sounds like you need to get together with a VE guru and get that thing tuned in.

Thats my problem all the mechanics i know in my city no one is familiar with what i am doing and think i'm crazy to have messed up a good running truck.Im guessing after reading some old posts about spring problems its really a no brainer install it must be that dam throttle index causing this it seems to be a very touchy thing for some and not others.

With my very little experiance sounds like you have the index off a little (but sounds like you have already came to that conclusion). I've been through the same thing on my extra cab. My other two went just fine. And like you I swear that I put them back to where I took them apart. But with a little playing I got it tuned in.
Good luck

What I do with the indexing is loosen off the nut, just enough so that you can slide the shaft down out of the splines, and then use a small screwdriver to move the shaft so it's set right. I do this with the truck running.
On my truck, I've had to play with it a bunch, as I pretty much have it set up so the indexing is how I set my base idle, the low idle screw is pretty much out of the picture.

It's threads like this that keep Richie up all night, Mine was a little temperamental after I installed it. It's all about that indexing.

Mine idled at about 1400rpm after I did the spring, I screwed in the idle adjusting screw all the way and she was down to about 1150. Re-indexed it one spline too far and the idle screw was way out like it was giving it half throttle to idle. Then I managed to get it just right.

Moral of story, every pump acts different and give yourself some time to "tune" it the way you want it.
