Full Power Screw, how to get to it?

did not see if anyone told you when turning pump up use the buddy system a friend over by the turbo with the intake off and a board in hand just in case you turn to far and truck runs away when you start he can cover turbo to kill the motor before the motor kills its self the bad way

Will not the governor spring limit the RPMs if the engine were to run away??

Also, can the engine be shut down by the manual shutoff on the pump, in the event of a runaway??

No and no. When the full fuel screw is run in too far, the fuel control collar doesn't allow the plunger to dump pressure and 'un-pop' the injector. Some trucks won't run away, but just about any truck will easily run to valve float territory. The manual shutoff won't work for the reason above---the full fuel screw is physically stopping the collar from coming back far enough to re-gain idle. Best to have a buddy with a 2X6 at the ready.
