I have a buddy who has a 1993 standard Cummins motor With the Pcm Full motor 300 plus kilometers on it

Just the engine? If it was in front of a manual tranny, check the crank runout, as it will llikely require main bearings to bring it back to spec. That said, if the engine is complete, it's worth what someone is willing to pay. somewhere between 900 and 1100, imo.
