I recently hade a problem with the Fuel Solenoid in my 91 it was stuck open and the truck wouldn't shut off. While i was shopping for the solenoid is was driving around 30mph when my truck opened up like the throttle was wide open. I got the truck shut off but when I tried to restart I does the same thing. The throttle cable and assembly looks to be fine.

Some of the earlier model dodges had a recall notice relating to this.
You can pull your VIN number and go to the dealer. If it was part of the recall then they replace the pump for you....it is a safety recall so you shouldn't have any problem with this....your symptoms are exactly what they did the recall on.
