what's this thing?

...under the turbo, its a cylinder about 1.5" and 1.5" long. Its got a hard fuel line coming out of it, that comes up the hot side of the block then goes between the center valve covers and tees into the fuel return. I can't see any other lines in/out of this thing, and have no clue what its for.

This link doenst seem to apply to my 12V engine...

Are you sure it's fuel line? It sounds to me like the wastegate actuator and supply line.

I think you're seeing the wastegate actuator but getting mixed up following the lines when they disappear under the valve cover. The line you see going to the return is the return line from the injectors. The wastegate line attaches to the back of the injection pump.

Check and see if the lines go to the tranny. I think you are talking about one of the tranny coolers. I noticed the same thing on mine and traced the lines to the tranny. Is it mounted up against the block?

dingdingding, I think we have a winner. Or at least it sounds good to me. I'll look closer when its lighter and warmer outside.

I'm not sure why I thought it was return fuel, probably because I followed it all the way back of the rear of the IP, or that must be some vacuum diaphram on the back of the AFC

Not really a Vaccum diaphram , but sort of the same principle. It works on boost pressure , as boost pressure rises , it allows the IP to flow more fuel , making more power. Look close , and you will see a small line come out of the head and go into the back of the pump also , the line you were questionung is T'd into that line out of the head, it supplys boost pressure to the wastegate actuator.

Can you plug the wastegate at that rubber hose that runs into the IP? It has another fitting that runs straight to the manifold, which would supply boosted air for the IP to add more fuel, so can I just plug both of those lines?

If you want, plug the rubber line both ends. Dont touch the aneroid signal line from manifold unless you want to be in valet mode.
