The 410 gears are killing you, about the best you can expect on the hiway is 17-20. Might want to kill the cat, check timing and valves. Taller tires will also help.

Something is wrong. Does it clatter like other 12 valve Cummins? Could be a timing issue.
Even with the 4.10 gears I think it could get into the low 20's witha correct tune.
find a Cummins mechanic.

My 95 2500 has a utility box and except for K&N is stock with 3.54s and I'm getting 20mpg at 65-70mph. Any mods I do will be to increase mpg. Good thing about a diesel is that my torque & hp will go up also.

Just adding a fuel plate usually doesn't affect mileage greatly unless its alot of city driving (accelleration-stop etc) or you are towing. When you are cruising on the highway the governor should be in the same position whether you have a plate or not, except on hills etc. My mileage was not affected at all with the plate install, but the cat removal helped out. But it was like a 1/2 a point...
The Pre-load on the AFC will affect some of the low boost cruise mileage as well as some adjustment to the Starwheel.. other than that is how efficient you are burning the fuel which would be affected by timing, air in , exhaust out and injector condition. Some fuel conditioner might help out a bit, but not 5 points.
Just some ramblings..
FWIW I get around 19 with my truck and my father-in-law has a 95 4X4 regular cab Auto with 3.54. He gets darn near 21-22.

My 95 4x4 D3500 gets 17.5 to 18. so far. I have a new motor with only 4000 miles on it. I bumped up the timing, the star wheel, checked the cat and it must have failed cause it's hollow now, inflated the tires to max psi. I drive mostly 70 to 75 open hwy thru the mountain hills out here. I don't know what it will give on the flat ground. I am watching for more tips to improve the fuel economy without busting the bank.
