my truck idles fine ,drives fine, but if i dry rev it it to say only 2000 rpm's it comes back down to idle real slow. and if i rev it to say 2500 it will come down to 2000 and stay there till I kill it.

now the guy i bought it from put a washser shim in the govenor, would that do it or I just put a #4 plate in and slid it all the way forward could that have issues since I didn't adjust the arm?

 

Sounds like the rack in sticking try moving the plate back a little.

 

sounds like a washer in the governor spring stack... take it out!

 

did you by any chance lose the return springs on the throttle cable? They should be attached to a bracket and the other end to the piece the trottle cable connects to.

 

Is the lever sticking under the fuel plate?
