Starting question...
Everytime I go to start the engine if I don't have my foot slightly on the fuel pedal it takes a few seconds of cranking before it fires up. If I do have my foot slightly on the pedal it fires up instantly and I mean instantly, doesnt even seem like the engine makes a full cycle before it fires. It doesnt seem right that it takes a few seconds to start it without any pedal or is it?
Another side question... I have been looking into a loss of power issue lately that happens around 60mph, it seems the engine hits a bit of a wall as far as power goes, it will keep going but it feels like it struggles and it takes a decent amount of throttle travel to get more power out of it. I have put a new fuel and air filter in and pre-filter is bypassed but have not run the truck yet since I still have the front taken apart from my KDP fix.
Currently I do not have means to check fuel pressure (next on the list) But what would be my next step if the problem persists? I have been reading up on the overflow valve but I am confused as to how they physically go bad and also I am not experiencing any other symptoms of a bad overflow valve other than this high rpm power loss.

First, the owners manual even states to give it a bit of throttle on start, so that's normal. Mine starts just like yours.
The Overflow is simply a valve with a spring to resist flow, when the spring weakens or breaks, it cannot hold back the fuel pressure.

Depending on your gears you might just want to throw a 4k gsk in it. My truck bone stock couldnt maintain 75mph empty up a mountain, im talking to the floor. 75-80 at the bottom, 55-60 at the top. Pathetic! That was then....

Sounds like you have fuel delivery problems. When you can, check fuel filter, pre filter screen for crud, and check fuel delivery line for air leaks. You CAN get an air leak with no fuel dripping out and that will make it hard to start. Do a search on this forum for "hard start" and "fuel filter". Lots of reading to do, get a fuel system education for free,,,free isn't bad!! Overflow valve sets the internal fuel pressure level in the IP. If the valve gets weak also gives a hard start. As a temporary measure it can be stretched back to .5inch until you get a replacement. Not expensive.
