Not Reaching Full throttle?

I think theres still something wrong with my truck. Its a 1994 5 spd with a #5 TST plate and 370's i dont think that i am reaching full throttle because it struggles to make 30 psi (hits 30 then it starts to back off and holds right around 27 or so) and EGTS are way low from what i under stand.

My Pyro Probe is post turbo going to relocate it sometime this week but in 2nd gear max EGT's are 600* and max boost is 25 and holds in 3rd max EGT's are 800* and max boost peaks at 30.

I am also getting a sputtering and white smoke at higher RPMs. I have had the local Diesel shop set my timing to 16* he used the dial indicator method thats all that i know. i have replaced the Fuel filter, Overflow Vavle, Cleaned the preheater screen, replaced the fuel lines, replaced the lift pump.

Any Suggestions are welcome.

EDIT:

I also forgot to metion that the plate is slide forward (did it before sliding the plate) and it has a 4kgsk, did the sputtering before and after the gsk.

White smoke and high rpm miss sounds like the timing has slipped.

To check for full fuel, have someone hold the pedal to the floor (engine off please ), raise the hood and see if you can move the linkage toward the front of the truck. If you can, I'd start looking for worn parts or prehaps loose attachment bolts/fittings.

I also think it is due to slipped timing, if they don't clean the threads very well, use a new nut, and torque it properly it will slip.

Those EGTs aren't really all that low, post turbo numbers are about 300*F lower than pre turbo so they aren't out of line by any means.

I also forgot to mention that i have had the Throttle Cable Recall done on the truck , How easy is it for the timing to slip? because i drove it right after he got done with it and it would still sputter and smoke white. When it starts to sputter and smoke white it pretty much stops making power and it starts around 3,000 rpm now.

First check the timing, If the mech torqued it a little low it could slip. Next check the injectors on a pop tester, nest check the DV's, If it's a real hi miler(500,000 +) the injector lines will erode internally and screw up the line volume, causing secondary injections (smoke) and missfires. Check your valve adjustment too.

If the mechanic who set your timing didn't get the timing gear and shaft clean enough to eat off the timing is very likely to slip. Common mistake.

When is the last time you changed your fuel filter?
It will cause these symtoms if it's dirty.
Also check your fuel pressure.

Start simple and work up to the complex [ timing ]

I just had the same prob .
It got graduely worse

It started all of this after i put the GSK at the time the fuel filter was new, will be changing that with the next oil change here sometimes this week, My fuel pressure before the new lift pump and injectors Checked out ok but underload it would drop down to 18 psi or so WOT havn't tested it since the new lift pump and injections mainly because of the weather.

Will get Fuel pressure readings as soon as i can.
