No Bottom End?

A Few weeks ago I purchased a 98 12v ctd. The truck had already been turned up. If i mash the throttle to the ground it will not blow any black smoke until about 1700 rpm. I pulled the afc housing and found a #10 fuel plate. I tried adjusting the star wheel but it was already turned loose enough that you can barely see the star anymore. I was wondering what adjustments to make for more bottom end, can you adjust the Aneroid srew to help this?

Your governer arm is to low, adjust it to just below the tip of the j hook.

Yep, your governor arm is too low. Adjust it up some or just put a 0 or 100 plate in it. That governor arm is a booger to adjust, and adjustment is not needed with the 0 or 100 plates. But if you adjust it, the 10 is a good plate.

Any blind man can adjust the governer arm. Any one that has done it can atest to that.

also look at the end cap of the AFC housing... there's an allen headed set screw w/ a lock collar on it... back that puppy off all the way and then just barely touch the AFC shaft with it.

this setting had been messed with on my truck before I got it, and I picked up a TON of fuel between that and playing w/ the AFC washers and AFC arm
