low speed governor problems

low speed governor problems
Hi, My truck will not start without taping the throttle pedal. I turned the idle up and it starts now but the idle is way higher than it should be. I also have no low speed governing action, when it lugs it does not fuel up at all. Can any buddy help me? I changed my governor springs and set the up and it didn't help.
