Question low end power

new to this site, have 95 dodgew/cummins. It does not seem to have the low end power that it use to have. I have also noticed that I don't seem to hear the turbo like I do on other rams. Do you think I have a waste gate problem?

Also, just for my information, can you adjust the waste gate to get a little more power? I have heard of guys wiring their's open, what will this do to the engine?

Have you checked the simple things like filter restriction(fuel & air), loose intercooler boots, set the valves? that's where I start when something seems different. I drive alot so my truck gets treated to L.O.F very regularly, it also helps that I have a machine shop. Wastegate adjustment is only beneficial if you have the fuel to go with the increased boost. Your sig say your pump is "tweaked" so increasing the boost (if still stock) would probably be a good idea.
