Hex plug next to oil filter question?

Hex plug next to oil filter question?

I am wondering if any one knows if the plug that is to the front of turbo oil feed line and molded into the oil filter assembly drains down into the oil pan. It looks as though it might but I'm not sure. The plug looks to be about 1" in dia. The reason I ask, is if it does drain into the pan I would like to drain my top turbo into it on my twins set up which will allow me to drain the big turbo into the original turbo drain.
Any help is greatly appreciated, maybe someone has a link to an exploded view of the assembly. Thanks in advance, Tim.

That is the plug for the oil pressure regulator. There's a spring and a piston under there.
