i am having serious blow by coming out my dip stick i have ran a coat hanger through the blow-by tube and nothing is coming out i dont know what the problem is please help
With it running take the oil cap off and see if you have blowby coming out. If you do and there is nothing coming from the blowby tube it has to be plugged. I get from your post that you have already determined this.
Next is which type of breather you have, the front breather or the side cover breather. If it is the front, just take the tube off it and turn it counterclockwise to remove it. Soak it in some solvent, it is plastic so watch what you use so as not to destroy the plastic. Either that or go to cummins and get a new one.
If it is the side breather you have so problems. You can only service it by removing the side cover. You can look to see what is necessary there. It too is a filter but is made as part of the side (tappet) cover. You could cheat and leave the side breather blocked and put a front breather on it. Mine has the side breather, but has the same hole and thread on the front cover so that one can be added. Just get the breather and hose from Cummins.
It is a pretty big job to take the side cover off, but as long as you can get a vent to the engine it will be ok. You could even add one to the valve cover.
If you are wrong and the breather is open, check the seal on the dipstick, if it is not sealing it will leak.

ok the breather comes out right before the tranny on the drivers side so im assuming i have the pita breather, so would it be easier to add the front one like you were talking about or get mine fixed

The only blowby tubes I've seen clogged that weren't insect related were caused by running gasser motor oil.
Usually insects plug the tubing and the coat hanger trick will work.
