97 12v 5 speed dies on startup ,need to apply very little fuel to restart
does not die going down the road. seems to be harder to push gas peddle
when it does this

Most likely the idle is too low.

Stiff pedal makes me think the solenoid isn't pulling up completely. Next time it won't start, don't try and crank it again. Check where the solenoid is at. Mine did this to me once, would idle low at first, governor would correct it, pedal was hard to make it rev up, and would almost die coming off the throttle until the governor caught it.

Lift up on the solenoid with the key on, it should snap up and stay up. If you can lift up on it further than it snapped up to then something is binding. It could be the linkage or if the protective rubber boot at the bottom of the solenoid is torn up gunk/rust may be binding the shaft inside the solenoid. Remove the solenoid, clean it up inside and out then lightly lube it with grease. Replace the boot with a short section of bicycle inner tube and two cable ties or buy a new boot here http://www.fostertruck.com/dodge/default.htm
Only picture I could find isn't very good. Solenoid is at the rear of the injection pump and it's bracket shares two of the screws that hold down your AFC cover.

Took it apart and cleaned it, put a new boot on it. I could lift it up and it wouldn't snap into place for one reason or another. I just removed it and drove home and took it apart. Been working just fine for the last 15 months.
