95 CTD down on power

I got this truck a couple months ago and it was really low on power which I assumed was because it was stock.
Now Ive installed a bunch of mods including a cam plate and AFC spring which should make it smoke a bit and it doesnt. Also, the EGT and boost gauges show 900F and 15psi at max. Something really whacked is going on in there.
I swapped the fuel filter last night and it looked ok. my next guess is fuel pressure which I wont know until my gauges get installed. aside from fuel pressure and leaks in the turbo - intake tract, what else would cause low power / boost / EGT like this?
if it turns out to be the lift pump, which sounds odd for a 95, would you folks recommend replacing this with the OEM one or installing the FASS or BD fuel pump around it?

no need for a fass unless your going to make 600 to 700 hp.

have you slid the plate forward, turned starwheel, slid afc housing, adjusted govener arm?

Change the delivery valve or stretch the internal spring. It is a routine maintanence item that people tend to neglect. My truck was the same way when I bought it. I had to shim it it to keep the truck on the road till the replacement gets here.

The AFC is full forward, the plate is in the position the OEM plate was since I used the location jig with the TST plate. the star wheel is cranked all the way to be in contact with the housing which should be full rich. Thats part of why Im baffled at the lack of smoke. I havent touched the governor arm but I might have to if I install the GS3K I was thinking of doing next. Any info on how this is done?
Ill have to do some looking around in my manual, I know nothing about the function / location of the delivery valve. Could you give me any info on it?

If you put a #6 fuel plate in the stock location your govenor arm NEEDS tobe adjusted.

I think if Im going to be in there adjusting the governor arm anyways I may as well wait till I have the GS3K to install. Looks like that arm does need to be adjusted since the height a that point is much different. Wonder why there was no mention in the install docs that this was a good idea to do also?
I emailed piers about the delivery valves. They sell a kit which looks like larger valves to allow use of big injectors without stumbling (?). Im guessing Id need that and the springs?
Looks like they have a writeup on how to do the governor arm too, very cool.
Is sliding that #6 plate full forward recommended? what will that do to performance?

Most of the time there is no need for gov arm adjustment if you leave the plate in the stock position, but check anyway.

Your cat could be clogged up.

My bone stock 95 5sp had the exact same numbers you posted. I disabled the waste gate a while back and now I can hit 24 psi boost but still no more than 950 preturbo.

yeah, there is something wrong in there but I wont know what until I get the fuel pressure gauge. I could check the fuel delivery valves but I dont know what to look for yet. Looks like the turbo is ok, I checked for play on the cold side and it seems pretty normal to me. a little gummy oil residue but I hear thats normal

Ok, so Ive got all the mods on and my fuel pressure shows about 23psi at idle. I checked the overflow valve and the spring looked good.
cam plate is now fully forward, governor is adjusted properly. Still dont have the numbers I should be getting here. I peak at 17psi of boost and 1000F, which isnt even stock levels of boost, IIRC.
Whats left to check?? Could be a boost leak someplace but I dont seem to make smoke on the turbo. Could be the injectors or the cam that drives the lift pump is worn?

As some one mentioned, check (remove or gut) your cat. May be restricted. If she can't breath right you won't get any power. Sounds like you have checked the bad actors. Timing may be a problem too. Where is it at?

Ive got an appointment on monday with Mass Diesel (a local DTT shop) to have them do the pump timing, I was going to request it to be set to 15.5 and then ask them to poke around time permitting and maybe theyll spot somehting. It will be really helpful to have someone thats test-driven some modded diesels to take a spin in this thing and tell me if Im hallucinating ;p.
