Are the front wheel bearings on my 1998 2wd 3500 sealed, or can I take them out, and repack them?

Im about 99.9% sure their just regular type taper bgs. Pull a hub cap, pop off the dust cover and see if theres a nut and cotter pin to set the load. If so then yes there repackable unlike the 4x4s.

My truck, assembly date 7/97, has the tapered repackable bearings. I just had to do that job myself about 2 months ago.

yep you're in luck on 2WD models the bearings are repackable and can be replaced cheaply...well below 50$ if i remember...unlike my hub assembly which ran me 230$ last month!!!!!

Yes you are lucky. I have a 1997 3500 2wd cab/chassis that has the Dana 60 front axle just like the 4x4's. On these you have to replace the entire hub assembly as they are a sealed unit. Cost was about $220.

The 2wd bearings may be cheaper but when it comes time to replace rotors you will pay twice the price as a 4wd.

Just can't win.
